About This Scheme

The scheme "Assistance to Voluntary Organisations for Promotion of the Official Languages in the Field of Law" was launched by the Legislative Department, Government Of India. The scheme aims to propagate and develop literature in the field of law in Hindi and other regional languages. The scheme provides financial assistance covering up to 85% of the anticipated net expenditure for producing legal literature, such as commentaries, treatises, and law journals. The applicant must be a voluntary organisation undertaking activities conducive to the enrichment and use of Official Languages in the legal field. The scheme is implemented by the Ministry Of Law And Justice. The applications for this scheme are accepted offline via submission to the Official Languages Wing at Shastri Bhawan, New Delhi.

Benefits

  • Financial assistance in the form of a grant not exceeding 85% of the anticipated net expenditure involved in the implementation of the project or activity.
  • The grants are paid in installments depending on the nature of activities to be undertaken and the progress of the work.
Conditions
  • The organisation must bear the balance of the estimated expenditure on the scheme or project.
  • All assets created out of the grant must not be transferred to any person or institution without the prior concurrence of the Government of India.
  • If the organisation ceases to exist, the equipment purchased out of the central grant will revert to the Government of India.
  • The accounts of the organisation must be properly maintained and submitted as required for checking by the Legislative Department or Indian Audit And Accounts Department.
  • The organisation must exercise the utmost economy in its working.
  • The grant must be utilized strictly for the purpose for which it was sanctioned.
  • Progress reports about the project must be furnished at regular intervals.
  • An audited statement of expenditure and a report on the work done must be furnished immediately after the completion of the project or before drawing a subsequent installment.
  • The organisation must submit a Utilisation Certificate in respect of the grant received during the preceding year.
  • Such number of copies, not exceeding five, of all publications brought out with central assistance must be supplied to the Legislative Department free of cost.
  • The organisation must maintain an audited record of the assets acquired or created wholly or substantially with the help of the grant in the prescribed proforma.
  • The author of a published book must use the Hindi legal terms occurring in the authoritative texts of the Central Acts, State Acts, or the Legal Glossary published by the Official Languages Wing.
  • The organisation must give an undertaking to complete the project within a reasonable time fixed by the Government.

  • Copy of the Manuscript (in the case of a request for new publication work)
  • Certificate from the Author Authorising the Institution to Undertake the Publication (in the case of a request for new publication work)
  • Previous Publications of the Institution (for first applications)
  • Publications Brought Out in the Interim Period (for subsequent requests)
  • Statement of Qualifications and Experience of Staff Employed on the Project

How to Apply

Step 1: Procuring and Preparing the Application Form

The applicant must obtain the prescribed application form for financial assistance under the Central Government. The applicant must carefully fill out the application form in duplicate and ensure all required details regarding the organisation, assets, and project features are accurately provided.

Step 2: Gathering and Attaching Required Documents

The applicant must compile all the necessary supplementary documents, such as the institutional prospectus, audited accounts, and manuscript copies. The applicant must ensure that these duplicate documents are securely attached alongside the completed application forms.

Step 3: Submitting the Application Offline

The applicant must submit the complete application package to the Joint Secretary and Legislative Counsel at the Official Languages Wing, Room No. 742, 7th Floor 'A' Wing, Shastri Bhawan, New Delhi-110001.
