About This Scheme

The “Goa State Logistics and Warehousing Incentives Scheme” was launched by the Department of Industries, Government of Goa. The scheme aims to provide financial assistance for the development of the logistics and warehousing industry in the State. The “Subsidy on Stamp Duty and Registration Charges” component of the scheme provides financial assistance by reimbursing Stamp Duty and Registration Charges paid by prospective developers engaged in the establishment of Logistics and Warehousing projects. The scheme provides 100% reimbursement, capped at ₹10,00,000/- for Stamp Duty and ₹10,00,000/- for Registration Charges, available one time per component, applicable on eligible purchases or leases of land, buildings, or sheds. The scheme is implemented by The Directorate of Industries, Trade and Commerce (DITC). The applications for this scheme are accepted through the Goa Online Single-Window System.

  • The reimbursement is applicable on the purchase of land meant for use in logistics and warehousing.
  • The subsidy covers Stamp duty for the lease of Land/Shed/Building paid for a year.
  • Stamp duty is reimbursed in respect of bonds or mortgage deeds executed in favour of Economic Development Corporation Limited (EDC Ltd.) and scheduled commercial banks.
  • Stamp duty is reimbursed for lease deed documents in respect of allotment of plots and sheds by Goa Industrial Development Corporation (GIDC).
  • The reimbursement is applicable to all eligible New Entities and expansion/Diversification projects, regardless of whether the land paid for is Private land or Government land.
  • The reimbursement is available one time for Stamp Duty and one time for Registration Charges.
  • Eligible Entities must submit their claims in the prescribed application form (ANNEXURE-VIII) through the designated Goa Online Portal.
  • Entities should only apply for the subsidy after the completion of construction of the project and the commencement of commercial operations.

How to Apply

OOnline

*The entity who wishes to avail incentives must first be registered on the Goa Online portal (www.goaonline.gov.in) and must have already obtained necessary business approvals through the portal.

Step 1: Visit the Official Web Portal of Goa Online. At the top right corner, click "Register".

Step 2: On the next page, verify your Email ID and Mobile Number using OTP. You will be redirected to the Registration Page.

Step 3: On the Registration Page, fill in all the mandatory fields of the registration form. Create a Login Name and a strong Password. Carefully read the Declaration and the Terms & Conditions, and tick the checkboxes. Fill in the Captcha Code, and click "Register/Signup".

Step 4: Login to the website using your Login Name and Password. Fill in the Captcha Code, and click "Login".

Step 5: In the top ribbon, click on "Services", then click on "IT Services". Click on "Incentives on Logistics and Warehousing Sector". You will be taken to the application form for the scheme. Fill in all the mandatory fields and upload all the mandatory documents.

Step 6: Submit the application. A unique registration number will be generated. Note this number for future reference.

Post-Application Processes

Step 1: Upon receiving the application, the Directorate of Industries, Trade and Commerce (DITC) should raise a query to the applicant for any shortfall observed in the application form or the submitted documents.

Step 2: Upon successful verification of the applications and documents submitted, the DITC should designate an official to inspect the Entity and verify all the records and documents as per the verification-cum-recommendation checklist (Annexure X). The inspecting officers are responsible for uploading the inspection report into the portal within 48 hours, which will then be made available to the entrepreneur through their login. Key details verified during inspection include the address of the Land/Building, Category of the project, Date of completion of construction, and Date of commencement of commercial operation.

Step 3: After receiving the Inspection Report, the application is marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB) for due diligence procedures.

Step 4: Following the recommendation from the Chief Executive Officer (Goa-IPB), the DITC will prepare an appraisal note for the case to place before the Incentive Review Committee (IRC). The IRC shall scrutinize and sanction the claims.

Benefit Disbursal

After receiving the Incentive Review Committee recommendations, the DITC will prepare the approval note for placing before the Accounts Department for the disbursement of incentives. All sanctioned claims will be organized chronologically and disbursed to the respective entities following due procedure.

*The application processing and the final disbursement of the incentive amount must be completed within a maximum period of 90 days from the date the application is received.
