About This Scheme

The "Khelo India Scheme: Sports Competitions and Talent Development" is a centrally sponsored scheme implemented by the Ministry of Youth Affairs and Sports, Government of India, aimed at promoting sports culture and excellence through sports competitions, talent identification, talent development, and community coaching programmes. The component includes Khelo India Youth Games, Khelo India University Games, and Khelo India Winter Games as platforms for talent discovery and development. It supports scientific talent identification, long-term athlete development, and training through accredited academies and centres of excellence. The scheme also promotes community coaching development through training, certification, and digital learning platforms such as e-Khel Pathshala. The initiative seeks to create pathways for athletes to achieve excellence while strengthening grassroots sports development across the country.

  • Support for consumables, equipment, tournament exposure, sports science support, injury management, education, travel, lodging, and boarding.
  • Long Term Athlete Development support for up to 8 years, subject to continued performance and eligibility.
  • Consideration for international competition exposure on a case-by-case basis.
Community Coaching Development:
  • Training and certification opportunities for Physical Education Teachers and community coaches.
  • Access to online coaching courses through e-Khel Pathshala.
  • Skill development programmes for community coaches.
  • Accreditation-based coaching proficiency system.

How to Apply

IIn-person

Step 1: The Entity must prepare a Detailed Project Report (DPR) with all required technical and financial details.

Step 2: The applicant must submit the proposal through the concerned Department of Sports of the State or Union Territory.

Step 3: Central Universities, Sports Control Boards, Sports Authority of India, and eligible Central entities may submit proposals through the prescribed route specified in the guidelines.

Step 4: The proposal is examined by the Ministry of Youth Affairs and Sports.

Step 5: The proposal is evaluated by the Project Appraisal Committee (PAC).

Step 6: Recommended proposals are placed before the Departmental Project Approval Committee (DPAC).

Step 7: Approved projects receive sanction and release of funds as per scheme norms.

Step 8: The grantee must implement the project and submit progress reports, utilization certificates, and completion certificates.
