About This Scheme

The Meghalaya Sericulture and Weaving Scheme, implemented by the Department of Textiles under the Planning, Investment Promotion & Sustainable Development Department of the Government of Meghalaya, is a credit-linked scheme that provides up to 75% financial assistance on the total project cost to support entrepreneurs and collectives in starting sericulture and weaving activities. The scheme focuses mainly on Eri silk, a traditional and exclusive fabric of Meghalaya, and also supports Muga silk due to the state’s favorable climate. It aims to promote the silk industry by helping set up grainages for producing Disease-Free Layings (DFL), spinning or reeling and natural dyeing units, and weaving units, thereby unlocking entrepreneurial potential and placing Meghalaya yarn and fabric on the international silk map.

Benefits

1. 75% of project cost supported by Government of Meghalaya as upfront margin money (5% by entrepreneur, 20% as bank loan)

2. Credit linkage through partnered banks – State Bank of India (SBI) and Indian Bank

3. Guidance in application process through implementing agencies

4. Support in project realization and facilitation for unit setup under CM-ELEVATE framework

5. Training and capacity building for entrepreneurs to successfully operate grainage, spinning, reeling, dyeing, and weaving units

6. Financial assistance applicable for multiple unit types, including Eri Spinning, Muga Reeling, Weaving, and Grainage (with or without infrastructure support)

7. One-time infrastructure support (500 sq ft/1000 sq ft shed) for eligible applicants, as per selected option

8. Equipment cost coverage for spinning, reeling, weaving, dyeing, and grainage operations as per model

Required Documents

  • Incorporation/ Registration Certificate/Trade license/GST certificate
  • Bank account statement for last 6 months
  • For Grainage applicants the entity should have staff with minimum educational qualification of 10th pass and
  • shall have a bona certificate issued from District Sericulture Office stating the prior experience (minimum of 2 years) Pan card
  • A bonafide certificate issued from District Sericulture Officer/District Handloom Officer stating that at least 5 members of the collective are spinners/weavers OR a valid Handloom ID card issued by the Department of Handloom, Govt of Meghalaya
  • Self Declaration Download
  • Valid government photo identity with an address such as Aadhar Card, Voter ID, Passport etc of the President and the Secretary
  • Land Availability Certificate Download
  • A completion certificate in spinning/weaving from a registered training provider OR A bona fide certificate issued from District Sericulture Officer/District Handloom Officer Individuals from the state of Meghalaya
  • Valid government photo Identity with an address such as Aadhar Card, Voter ID, Passport etc. For Grainage applicants
  • Bank Statement for last 6 months
