About This Scheme

The scheme "Promoting Innovations In Individuals, Start-Ups And Micro, Small And Medium Enterprises (PRISM)" was launched by the Department of Scientific and Industrial Research, Ministry of Science and Technology, Government of India. The scheme aims to promote innovations in individuals, start-ups and micro, small and medium enterprises. The scheme provides support for Individual Innovator Proposals under Phase-I, Category II, focusing on Fabrication of Working Model/Process Know-how/Testing & Trial/Patenting/Technology Transfer. Key features include comparatively more rigorous demonstrability of original idea/invention/know-how in the form of working prototype/processes and its testing and trial/patenting/technology transfer. The scheme is implemented by the Department of Scientific and Industrial Research (DSIR). The applications for this scheme are accepted by submission to the nearest TePP Outreach cum Cluster Innovation Centres (TOCICs) or directly to the Department of Scientific and Industrial Research.

Benefits

₹20.0 L

The maximum support under Category II is ₹20,00,000/- or 90% of the approved project cost, whichever is lower. The approved project cost must be more than ₹5,00,000/- and up to ₹35,00,000/-.

##### Eligible Components for Support

Research and Development/Design Engineering/Consultancy charges.

Rental charges for laboratory/workshop facilities.

Essential equipment that cannot be taken on rent (reasons for purchase must be given).

Raw material/spares/consumables cost.

Fabrication/synthesis charges.

Manpower cost of technical assistants, not exceeding 20% of the approved project cost.

Testing and trials.

Travel cost, not exceeding 5% of the approved project cost.

Patent filing (actual fee paid to the patent office).

Process know-how development.

Proposals involving scientifically characterizing or testing the efficacy and toxicity of herbal formulations.

##### Exclusions from Support

Innovator’s salary.

Rental expenses for use of own facilities.

##### Disbursement

The first release is based on milestones/deliverables projected in the project proposals and as recommended by the PRISM Advisory and Screening Committee (PASC).

Subsequent releases are based on the assessment of the progress of the project by the Project Review Committee (PRC).

##### Conditions

The applicant has to sign "Terms & Conditions" prior to the actual release of grants-in-aid.

The approved projects will be monitored by the TePP Outreach cum Cluster Innovation Centre/other network partners, including technical expert(s).

The TePP Outreach cum Cluster Innovation Centres will be periodically reporting project status to the Department of Scientific and Industrial Research at an interval of 3 months.

The Project Review Committees, consisting of external experts, will meet at least once in nine months to review the progress of the project.

For student innovators, the institution will be responsible for final completion of the project in case the Innovator leaves the Institute/Organization without completion of the project.

  • Documentary Proof Of Prior Work (Video, Photo, Press Coverage, etc.).
  • No Objection Certificate (From Head of Institute/Organization, on institution’s letterhead, for Students and Working Innovators).
  • Commitment Letter From Institution (Committing that the project will be taken to its logical conclusion by the student/concerned faculty, for Students).
  • Copy Of The Latest Income Tax Returns Filed (If Applicant Is An Income Tax Payer).
  • List Of Equipment/Instruments, Etc. With Their Respective Costs In A Separate Annexure (Required if an essential equipment purchase is proposed).
  • Details Of Work Done On Innovation So Far (Including Literature Survey/Patent Search, Development Work Done, etc.).
  • Brief Write-Up Giving Broad Details Of The Original Idea/Invention/Intellectual Property Rights/Know How Available.
  • Proposed Costs And Time Frame For The Project (Including Justification For Cost Estimation).
  • Activity Details/Work Plan With Monitorable Milestones.
  • Details Of End Product/Process/Output (Including Targeted Specifications, Performance Requirements/Standards).
  • Referees (Two Numbers With Complete Address, Phone Number And E-Mail Identification).
  • Signed "Terms & Conditions" Document.
  • Project Completion Report.
